I told you about the ocean height. Go into 3D paint mode and, under the "mode" dropbox, select "water". From there it's just like adjusting the land. As for the location of the files, they're inside the archive engine.sga archive, which needs to be extracted with the ModPackager tool.

that changes only the water inside the square, where the land also can be shaped. i mean the whole ocean aruond this square-area. How i can change it´s hight?

i found only one ModPackager to download, but it says MSVCP70.dll is missing... Where can i find a working one?

You can't change the height of the outlying ocean.
As for ModPackager, do you have the RDN Tools?

Tha modpackager inside the RDN-Tool makes exact the same error.
still MSVCP70.dll is missing... MSVCr70.dll is missing... MFC70.dll is missing...
(the 3rd one is here right, i made an error in the post above)

with download the 3 dll´s into the folder of the modpackager, i can open it, but it don´t know the .sga - typ of packages...

In ModPackager, go to file>open. Then find engine.sga in the window that appears. From there, you'll be taken to a white screen. Go to archive>extract archive. Create a new folder (call it whatever you want) and extract the archive to that folder. Once you're done, open the folder you created. You should see all the contents of the .SGA archive in that folder. You'll find the terrain texture stamps inside the "stamps" folder. The "decals" folder may also be of use to you.

i sayd, it don´t know the .sga-package-typ, that means, i tried, what you sayd, (file>open) but it only can show me files from the types .archiv and .big .
