^ Also, rocks probably just threw the tel .ebps in there for a quick way to get the creatures in there, he might not have any other mod installed. (Note: I am not defending him, as it may seem to you)
Also, Visser was recommending rocksmod for the sole reason that that is what people are playing for "balance"
Another also, no one but Visser and I know how to get the Tel creatures into rocksmod, (well, you lot probably do, but that's different), so it shouldn't an issue really.
Yet another also, in regards to Tel+CC creatures in one mod it could be done yes, but the descriptions are fucked up, as Visser and I did so (We were experimenting), and again, most of the people don't know how to do so.

I believe I recall a certain someone leaving a message for Rocks on Hamachi, telling him to fix the text.
Plus, Visser himself said on ICH that if the newbie was interested in the Tel creatures, he could tell him how to enable them in RII. If even the newbies are being told about it, I thoroughly doubt it's a secret known only to you two, and I thoroughly doubt it's not something that's being abused.
Now, tell me honestly. Out of everyone who plays RII, what proportion of them have unlocked the Tel creatures? And if it's just a balance mod with no interest in amalgamating Tel and CC, why does it need my animals at all, and why don't people play Rocks' other balance mod instead?

The last time I played RII was yesterday and it was a horribly broken and unfinished mess with some pretty serious balance changes a'la SWIC, like superexpensive creature überupgrades. It only had CC creatures with fucked up names. There really is no need for Tel creatures as that creature set is incompatible with CC's both balance-wise and niche-wise.

How can RII be for balance when it is so blatantly unbalanced? Tell felt very balanced before some of the info about the mod was found it, but that doesn't take away from the entire mod as a whole because a few creatures have risen up to become op. If i wanted to rush level 5 and use babales and mooslobs all the time then i wouldn't have been playing tell.

No, actually, I don't think people even knew about until it today/yesterday (depending on timezones) Yes, because the text for all the II creatures was fucked right up as Rocks does not know how to mod. If you don't believe me, then suck it up, download Rocksmod, and see for yourself. Honestly now. What the fuck? I never said that. I told IBmxAndPlayIC that if he was still interested in Tel, we could talk about it on Hamachi. Meaning strategies and combinations, because that's what he wanted to know about. I almost get the feeling you're trying to partially blame me for all this. In that case, please fuck right off. As I said, I don't think anyone else knew about it. At least, I never saw any tel creatures in anyone's armies. Just the usual abused things. Me and Demon, for experimental purposes. None of my armies contain them and I even removed them from my EBPs folder. I suppose others could have but it really isn't near as likely as you seem so quick to believe. If you mean that Rocks 2.82 thing, I don't know if anyone even has that anymore. And, as Lester has said, Rocks is a dick.

RII is blatantly unbalanced because it's not finished. Rocks just started the thing, balancing is the only thing he can do well and I trust him.
I'll quote myself from ICH on this: I'm not saying Tel is imbalanced, I never even mentioned Tel's balance in this discussion. I'm personally interested in seeing how RII'll turn out because it's basically SWIC mkII that offers something completely different in terms of balance and gameplay, even though the changes present in RII right now aren't as drastic as in SWIC.
The grudge most people have against Tel is how it changes the game's pace, not balance.

SWIC, or Slightly Wider IC, was a mod made by FLC with hugely fucked up balance and levelling up that had nothing to do with normal IC mods. I still have it installed if you want to take a look.
The biggest thing FLC did with it was totally ignoring power when calculating the levels creatures are going to be available on and shifting the calculation solely on abilities. A creature that would be lvl5 in any other mod, if it doesn't have any abilities, is lvl1 in SWIC. This makes most of the army useful throughout the entire game, while in a normal mod, you'd use three or four different creatures tops at one time. The game gets more diverse with each level, and you must pick your creature upgrades carefully as they cost an enormous amount of resources (somewhere around 5000 iirc), so you won't make more than ten per average game.
Now that I think of it, it's actually a brilliant concept and should be explored a bit further.
