I have the new Steam Version of Impossible Creatures. I installed the old IC RDN tools in the Impossible Creatures folder on Steam but it does not work. There is no icon and when I try to open directly from the folder it gives me an error message. Any ideas as to what I should do?

The Steam version comes with them already (the store page explains this actually). There's no need to install them manually. Verify the game cache and try using the tools that came with the game.

I think you might need to install the "standard" gmax and then you should be able to launch the RDN version via "gMax - RDN.ink" in RDNPlugins\RDNGmax\gamepacks\Rdn. But I haven't tested this myself yet.

But I haven't tested this myself yet. I just tested using the way you suggested and it gave me the error message I mentioned earlier. EDIT: The error message says "The drive or network connection that the short 'gMax - RDN.ink' refers to is unavailable. Make sure that the disk is properly inserted or the network resource is available, and then try again."

Ah okay we'll I just checked what I had to do to get the non-steam-version of the rdn plugin to work with my gmax:
1.) Install gmax anywhere you want
2.) Copy the contents of \RDNPlugins\RDNGmax\ into your gmax folder (these should be 3 files: gamepacks, msvcp70.dll and msvcr70.dll)
3.) Go to your gmax-folder into \gamepacks\Rdn and edit the "gMax - RDN.ink" via right click -> properties.
You'll need to manually edit gmax' location as it does not seem to find it's installed path.
For me it's:
Target: "C:\Program Files\gmax\gmax.exe" -a gamepacks\rdn\rdn.bmp -i gamepacks\rdn\gmax.ini -p gamepacks\rdn\plugin.ini -t "RDN"
Start in: C:\Program Files\gmax\
Now you should be able to launch the rdn version via "gMax - RDN.ink".

It won't accept the new path. It won't give me permission to change it. I've tried removing protection but nothing seems to work.

Ahh so are your gmax files (especially the "gMax - RDN.ink") set to "read-only"? And you said you can't edit this, right? Do you have administrator privileges? Otherwise I'm running low on ideas :/

I fixed the textures but the animations are still messed up.
Seems to only be the gathering animation for coal when returning and going to collect it but not during them hacking away at it.
