Also, when you say old Tel, do you mean current (pre-marine) Tel? As in the one we're all supposed to have?

Something about the majesty of Radiohead, no doubt.

Yeah, no radiohead was mentioned. Though I did think of radiohead every time I said shit.
It was mostly about colony. Before this patch, it was defined by size. This had a negative impact some of IC's most fundamental balance, spam vs tank. In 1.1, II, CC, Smod, it was left mostly intact, but Tel fucked it up with colony. Let me show you an example.
Yesterday, I had a game against Gilly and some guy I can't remember with Matt as my ally. Gilly pwned Matt and I pwned the other guy, so Gilly and I had the entire map to ourselves. I soon outexpoed him (by one expo, but thats still more than he had) and started massing Johns, which are mid-power level 5s. Gilly, in response, massed one of the tankiest units possible in Tel, the Whalilla. Normally, in a CC or a SMod game, it'd be pretty balanced right now, as the Whalilla has an enormous cost compared to my John and he couldn't possibly hit the 100 pop cap by massing them, and I could since Johns are pretty spammable compared to a Whalilla.
So I started massing and hit the pop cap ceiling of like 25 Johns. At first I was like meh, micro will save me, but then I attacked. There was an equal amount of Whalillas on Gillys side. They had double the health, double the defence, same speed plus the defence bonus by herding. Of course, I lost. This shouldn't be happening. You're basically throwing spam units out of the window in favour of extremely costly tanks which kinda defeats the purpose of having colony in the first place, as even four or five ubertank level 5s can roflstomp pretty much anything coming from lower levels.
There are two solutions. The first one would be to abolish colony completely (which would be a shame cos it's a pretty feature if Done Rightâ„¢). The second and recommended one would be to Do It Rightâ„¢. How? Instead of defining the pop cap usage by size, define it by power. You dampen the roflstomp effect of massed level 5s and keep the spam vs tank balance intact. Purrfect, isn't it?
SECOND THING.
Fed up of having minilabs? Want your air chambers back and your genetic amplifiers back to their original menu location? No problem! Remove the minilab and speed up hench build time! You just sped up leveling up, expanding and the game in general without losing anything! Fits perfectly with the classic Tel strategy of making a labload of hench before going level 2, some before going level 3 and waiting to expand further till you hit level 5!
Magical solution powered by Lester℠!
